この下絵は伊場屋仙三郎を版元として出版された。歌川国芳・歌川国貞との合作のシリーズ「小倉擬百人一首」のためのものである。完成画にある柳下亭種員の文章が記すとおり、伊賀局は名高い力持ちの女性で、吉野の後醍醐天皇に仕えていた。ある夏の夜に庭を歩いていると、鳥のような姿の化物が松の枝にあらわれ、藤原仲成の恨みをもった化身であると語った。伊賀局はひるむことなく立ち去るように告げ、毎夜法華経を唱えたところ化物は二度とあらわれなかったという。上部の和歌は平兼盛による「しのぶれど色に出にけりわが恋はものやおもふと人のとふまで」である。
完成図（参考出品）と比較すると、広重はもともと鳥の化物を羽を広げたかたちで描くつもりであったらしい。広重は伊賀局の頭の部分や松の幹の角度にも何度か訂正している。
